MacArthur officials and others note that jails, which unlike state prisons mostly detain inmates who are pre-trial, have increasingly become warehouses for mentally ill people and those too poor to afford bail.

The selected corrections systems will design a plan and work with experts to coordinate judges, prosecutors, court administrators, police and corrections officials to make the criminal just system run more efficiently, Stasch said. From the 20, half will then be picked for a second round of funding of $500,000 to $2 million next year to put the plans in place.

The nation’s biggest jail systems in Los Angeles, New York City, Chicago and Philadelphia were selected for the planning grants, as well as smaller lockups, such as the rural, 239-bed jail in Mesa, Colorado. In Pennington County, South Dakota, which contains the Pine Ridge reservation of the Oglala Lakota Tribe, the grant will go to the sheriff’s office and judicial officials to support drug courts, behavioral health programs and alternative sentences for juveniles.

MacArthur officials said the grants were awarded to counties addressing a host of criminal justice reforms, including the sometimes-conflicting missions of law enforcement agencies that can result in mistrust of the authorities and fairness of the courts.

Making Her Mark

Frewsburg High School graduate Lacey Miller has the unique experience of putting her art on others.

The owner of Red Bird Tattoo in Fredonia, Miller attended Jamestown Community College before transferring to SUNY Fredonia.

It was a major point in my life regarding self-growth and self-awareness,” Miller said.

A psychology major, Miller also minored in visual arts which allowed her to create a professional art portfolio that she used to land a tattoo apprenticeship. Soon after, she started her career at Divine Machine Tattoo in Buffalo.

“If I was to offer any advice to students (interested in the tattoo industry) it would be to draw, draw, draw, and paint, paint, paint,” Miller said. “More and more tattoo artists are art graduates now.”

And while her art is permanent, Miller says it’s the people she has met along her seven years in the industry who stick with her.

A record number of nonprofits will be participating in Lincoln’s fourth online giving day Thursday and organizers hope to raise a record amount to support them.

There’s a lot of excitement about the Lincoln Community Foundation‘s Give to Lincoln event, said Pam Hunzeker, foundation vice president for marketing.

“There’s the understanding that everyone can do something good — for as little as $10 everyone can be a philanthropist,” she said.

This year 327 local nonprofit organizations are participating in the event — 61 more than last year.

The list includes Hearts United for Animals, which received $314,000 from Give To Lincoln Day last year. Each organization will receive a proportional share of the fund based on the percentage raised.

Last year, Hunzeker said, the fund provided an additional 14 cents for every dollar generated.

The event also helps nonprofits share their stories and raise awareness of needs in the community, she said.

People can donate online or in person at the Lincoln Community Foundation, Hunzeker said.

The minimum donation is $10. For 24 winners, $300 will be added to their donations.

The Lincoln Community Foundation will have entertainment and nonprofit organizations will have information and activity booths set up in the foundation gardens throughout the day. The Lincoln Foundation Garden is immediately west of the Lincoln Community Foundation Building, 215 Centennial Mall South.

A number of nonprofits will hold their own public events on Thursday in conjunction with Give to Lincoln Day.

Hunzeker said Lincoln Community Foundation representatives heard about online giving campaigns at a national conference, and brought the idea back four years ago.

City Council OKs $6 million Legacy request

Indeed, city officials have previously said that riverfront development is a key part of the region’s application for funding under the new state program.

“I’m supporting this use of Legacy funds for this riverfront initiative not because I naively believe that the Legacy has the power to achieve riverfront development alone, but because I believe the Regional Cities fund is probably the only way to save it,” Jehl said after the vote was taken. “If I accept that the Legacy funds are being depleted, then the only way to do riverfront is through the Regional Cities (Initiative) and the only way to obtain those funds is to support the city’s initiative despite its flaws.”

The funding approved Tuesday is in addition to two $3 million commitments from the Community Foundation of Greater Fort Wayne and the Capital Improvement Board. The money is expected to go toward property appraisals and acquisitions, environmental studies, demolitions, riverbank cleanup and other projects over the next two years.

Though the council approved the use of $6 million in Legacy Fund money, any purchases higher than $100,000 must still be approved by a council majority.

At Jehl’s request, Deputy Mayor Karl Bandemer provided the council with a list of potential funding sources for the project’s future phases.

Those options include further Legacy Fund requests, additional contributions from the Allen County Fort Wayne Capital Improvement Board and the Community Foundation of Greater Fort Wayne, private sector contributions, the Regional Cities Initiative and the creation of a tax increment financing district that would encapsulate the development area.

It’s the same list of options Bandemer presented to the Capital Improvement Board at its meeting last week.

Though several council members expressed concerns over the existing designs and concepts, as well as possible funding sources, the council appeared supportive of the initiative overall.

“There’s an old adage that says ‘You’ve got to trust the process,'” Councilman Tom Smith, R-1st, said.
