The Garden City Community College 2015 commencement ceremony is scheduled for 7 p.m. He served as the mayor of Garden City in 1991-92 and again in 1994-95 and as a Garden City commissioner from 1989 to 1997.

Mesa is an honorary board member of Real Men, Real Leaders and has served on several community boards and civic groups, including the Garden City Area Chamber of Commerce, St. Catherine Hospital, Finney County United Way, Relay for Life, Garden City Public Schools Foundation, Garden City Community College Endowment Association, Habitat for Humanity, Russell Child Development Center, Western Kansas Community Foundation, Community Day Care, Mira Vista Community Center, Rotary, LULAC, Knights of Columbus, State Board of Directors for Kansas Humanities Council and Kansas State Historical Society.
