Grant Purpose - The project goal is to: (1) support democratic governance and strengthen democratic political institutions in Armenia, Azerbaijan, Bulgaria, Georgia, Moldova, Romania, Turkey, Ukraine, and parts of Russia; and (2) advance cross-border cooperation in this region with the aim of promoting political, social, and economic development necessary to ensure long-term stability. To achieve these goals, the German Marshall Fund of the United States created a grantmaking fund called the Black Sea Trust for Regional Cooperation, which operates as a project of the grantee through an office and small staff in Bucharest, Romania. Launched officially in the fall of 2007, the trust hired an executive director, established its office in Bucharest, and identified and convened an international advisory board. The trust made its first grant in December. Beginning with 2008, the trust anticipates an average grantmaking budget of $2 million per year. The trust is supported by the grantee, the United States Agency for International Development, the Latvian and Romanian governments, and the Mott Foundation, with the goal of attracting other donors to the trust over time.
