Grant Purpose - The Carnegie Endowment for International Peace is a private, nonprofit organization dedicated to advancing cooperation between nations and promoting active international engagement by the United States. Through research, publishing, convening and, on occasion, creating new institutions and international networks, the grantee associates shape fresh policy approaches. In 1993, the grantee established a major public policy research center in Moscow, the Carnegie Moscow Center, devoted to analysis and understanding of the major issues facing Russia and the Commonwealth of Independent States. A grant increase will allow Carnegie Moscow Center researchers to carry out a previously unplanned examination of the context in which donor organizations operate in Russia, Ukraine, and Belarus. Dramatic political, economic, and social changes in Russia and Ukraine over the last four years and the ongoing specific challenges of Belarus make such an examination both necessary and timely. This review will help to inform future grantmaking by both the Mott Foundation and other domestic and international donors operating in these countries.
