Grant Purpose - The program goal is to promote capacities for civic awareness and effective civic activism among informal citizen groups in Russia. The grantee will establish a public reception and consultation center for such groups seeking assistance in asserting or defending social, economic, and civil rights in the face of administrative or other violations. It will also create and maintain a "virtual", Internet-based consulting service and discussion forum, with an associated library of information resources. A civil policy school will be held in the second year of the project, bringing together representatives of groups from other parts of Russia who previously benefited from virtual consultations and subsequently executed effective projects. The Civic Analysis and Independent Research Center was established in 2007 by a group of Perm-based human rights groups seeking to support the development of a new generation of rights activists in Russia.
